Proposed Impact Fee Updates: Mobility Fee, Fire and Rescue Impact Fee, Library System Impact Fee and Water and Wastewater Connection Fees

- An impact fee is a one-time fee imposed by a local government on new development to pay for the costs of providing public services and infrastructure to the new development.
- A mobility fee is another name for a road impact fee. Mobility/road impact fee programs set a one-time charge assessed only against those projects creating additional impacts to the transportation system by way of new development or expanding existing development. The proposed mobility fee will help fund new or expanded capital mobility infrastructure, such as roads, sidewalks, and multipurpose trails. If the Mobility Fee program is approved it will replace the current Road Impact Fee program.
- Seminole County is in the process of updating its Impact Fee Rate Schedules for Water and Wastewater connection fees, Library impact fees, and Fire impact fees. In March 2020, the County entered into a contract with GovRates Inc. in partnership with Tindale Oliver and Associates Inc. to perform impact fee studies for Water and Wastewater connection fees, Library, and Fire impact fees. After meetings and coordination between County staff including Environmental Services, Leisure Services and Public Safety/Fire and GovRates Inc. and Tindale Oliver, the impact fee studies are complete.
- Library Impact Fee Background: The Seminole County Library System Impact Fee was adopted on April 9, 1991, and has not been updated since adoption. The library system impact fee is restricted to acquisition of books, publications and materials, or the capital replacement of such.
- Fire and Rescue Impact Fee Background: The Fire and Rescue System Impact Fee was originally adopted on September 8, 1987. Fees were updated through a study on February 25, 1992 but have not been updated since. The Fire and Rescue System Impact Fee is used for costs associated with the construction and design of new fire and rescue facilities and system improvements.
- Water and Wastewater Connection Fees Background: Seminole County’s water and wastewater connection fees are established based upon an equivalent residential unit (ERC) standard. The connection fee is a one-time charge to new and expanded construction. Seminole County Code Section 20.45 governs ERC fees. The water and wastewater connection fees support new development and redevelopment projects that may require additional water and wastewater service. The water and wastewater connection fees were last updated in 2004.
- The Seminole County Road Impact Fee was established in 1985. The funds collected under this program have been used to help construct road facilities and provide road improvements to help accommodate the transportation demands of new growth. The Road Impact Fees have not been increased in 25 years, and an update to this program is needed in order to apply modern methodologies and planning strategies, to update to current data, and to apply current construction costs. The Road Impact Fee program is scheduled to sunset at the end of 2021.
The studies described above are attached below and include the proposed “Not to Exceed” Impact Fee Rates, which if adopted by the Board of County Commissioners at their meeting on June 22, 2021, would become effective on June 29, 2021.
